Primary -- Act and Repose (substance and function) are united or identical (included in) the One. Act of the One as Itself.

Secondary or issuing Act allows us to distinguish Act and Repose or the Triad coming from the One. The Act of the One as the source of all.

Second Act allows you to see each unity (10 planets) as substance (in signs) or function (as dignities).

Actual distinguishing of substance and function comes after the One (after first quadrant) -- within the One (even the second Act) you can't separate substance and function, only when you speak of Intellectual-Principle can you separate them. The planets in first quadrant are still unities.
